PREFERENCES TO BE GRANTED TO BULGARIAN FIRMS, BIDDING IN TENDERS FOR PUBLIC PROCUREMENT

The Council of Ministers has approved a draft bill for the amendments to the Public Procurement Act, stipulating preferences for participants in tenders for public procurement if they use Bulgarian materials, Bulgarian workers, or if they deliver Bulgarian goods, Deputy Prime Minister and Minister of Economy Nikolai Vassilev announced at a press conference on December 19.The price offered by the candidates will be reduced by 10 per cent and then it will compete with the rest of the offers. In the field of construction preferences will be granted to firms, which use Bulgarian materials worth at least half of the total price of the offer or hire Bulgarian workers. The use of Bulgarian goods will be proved with documents, which will be issued by the Bulgarian Industrial Association (BIA), the Bulgarian Chamber of Commerce and Industry (BCCI), and the hiring of Bulgarian workers shall be proved by the Union of Employers.However, the amendments to the Public Procurement Act also stipulate forfeits amounting to 25 per cent of the aggregate price of the contract for offenders who have failed to fulfill the undertaken commitments.
