PM KOSTOVS SIGNITURE FORGED?

The Council of Ministers has not held a meeting on June 1, 2001, taking a decision to gratuitously concede the building of the Ministry of Justice in Bourgas to the local Court of Appeal, Prosectutor's Office of Appeal, Regional Court, and Regional Prosecutor's Office for their needs. The Cabinet has not approved Decision No 390 of June 1, 2001. I should explicitely state that the circulated copy is not genuine... This was written in a letter of the acting Governor of Bourgas, Ms Julia Yaneva, dated June 7, to the Deputy Rector of the Bourgas Free University (BFU), sent on the same day.
On June 7 the students and lecturers from the BFU were seriously alarmed by the information circulated in some media on the same day, that by its decision (No 390 of June 1, 2001) the Government conceded the University's building to the Ministry of Justice. According to the publications, the decision was final, signed by PM Ivan Kostov personally, and was not appealable. The governmental document, however, did not say where all the 8,000 students and about 150 lecturers of the University should go, neither where its movable property was to be moved...
That was in rough outline the media interpretation of that shocking news. No comments have appeared so far about the initiators and direct executors of BSU's throwing out onto the street, either in the national dailies, or the radio and TV news. And the truth is quite simple, as an ordinary sheet of paper shows. The letter in question was written on June 7, signed by the acting Governor of Bourgas, Ms Julia Yaneva, and sent to
BFU's Deputy Rector, in charge of the training process.
I would like to notify you herewith that after the inquiry at the Counicil of Ministers office, the following was established:
The Cabinet did not hold a meeting on June 1, 2001 which took a decision announcing a private state-onwned real estate a public state-owned property and gratuitously conceding a part of the Ministry of Justice real estate to the Court of Appeal - Bourgas, the Prosectutor's Office of Appeal - Bourgas, the Regional Court - Bourgas, and the Regional Prosecutor's Office - Bourgas, for their needs.
The Council of Ministers has not approved Decision No 390 of June 1, 2001. I should explicitely state that the circulated copy is not genuine and this is only a consecutive attempt to cause tensions among the students and the academic circles in the BFU. This attept is pitiful as the truth was soon established. At the same time it is indicative of the means and methods used by persons, aiming to confront the State with the students and the academic circles, the letter reads. The letter is signed and sealed, and has an outgoing number, which means that there is no fraud.
If the case is commented - mildly and delicately - the resonance would be as follows: Why somebody unauthorized by anyone has assumed the right to smeak on behalf of teh Government?
If the BSU was expelled from the building, spreading on 7 dca, it would accommodate magistrates, judges, prosecutors, and personnel - 150 all in all - if the alleged governmental decision was genuine.
Moreover, the building in question is not at all suitable for a
law caouts. According to experts, about USD3-4MN will be necessary for reconstruction in order to make it appropriate for the purpose.
